PUBLIC NOTICE

BUCKHORN WATER TREATMENT PLANT PROJECT


To all interested citizens of Hazard/Perry County , Kentucky:


The City of Hazard is applying for federal and state grants to do a public infrastructure project to include construction of a new 3 MGD water treatment plant, raw water intake and associated apparatuses on the Middle Fork of the Kentucky River in the Buckhorn Community of Perry County, Kentucky.  The site is located on Cedar Point Road, Buckhorn, Kentucky.  

The Buckhorn Water Treatment Plant will provide northern Perry County including the community of Buckhorn, Chavies community, along KY Highway 28 to the junction of KY Highway 15 then going north to the Breathitt County line to include the Coal Fields Industrial Park and the Airport Subdivision area.  The project will provide a more stable water supply to the Buckhorn and northern Perry County community.  In recent years the City of Buckhorn has been without water on several occasions for up to 30 days.  The project will also address capacity issues in the Hazard Water System.  The City of Hazard’s current water plant in downtown Hazard is permitted to withdraw 5 MGD of water from the North Fork of the Kentucky River and is producing the maximum amount.  This project will add an additional 3 MGD of water into the system and provide additional water to the Coal Fields Industrial Park which will allow recruitment of new industries.

The City of Hazard is applying for up to $10,000,000 in Community Development Block Grant – Disaster Recovery (CDBG-DR) funds for the project.    

At least 51% of the proposed CDBG-DR funding will benefit low-to-moderate (LMI) persons.  It is anticipated the percentage will be higher but the goal is at minimum to meet 51%.  LMI Surveys completed in 2021 shows the project will serve 74% LMI residents.

The City of Hazard has successfully utilized CDBG funding in the past for infrastructure and economic development projects.  Specific information regarding these projects can be provided upon request.


Comments on Project/Application

 A copy of the CDBG-DR application material will be on file at The Perry County Fiscal Courthouse  and Hazard City Hall for citizens’ review and comment during regular business hours from 8:00 AM Through 4:00 PM.  Comments on the proposed project/application may be submitted to the attention of Angelia Hall until the close of business on May 7, 2024.  Comments may be submitted by mail at Angelia Hall, Perry County Fiscal Court, 481 Main Street, Suite 100, Hazard, Kentucky  41701, or by email at hazardperrygrants@yahoo.com.
